Dear Cole,

I enclose for your information a copy of a report by the British Communal Council at Hong Kong describing its activities at the Stanley internment camp. This has been received through His Majesty's Ambassador at Rio de Janeiro. I am afraid we have no spare copy of the report and in view of its length we should be grateful if you could let us have it back when you have done with it.

I would mention that the Ambassador informs us that it was smuggled out of Hong Kong by an American, and he suggests that no public use should be made of it without consulting the United States Government.
